II.2.4) Description of the procurement
The NHS Wales Shared Services Partnership, hosted by Velindre NHS Trust are acting on behalf of Cardiff and Vale University Local Health Board who are sought to establish a contract for a new Dental Practice within North Cardiff under the ‘Dental Contract Reform Model'. The Practice must service the population within the North Cardiff area, within the Cardiff Local Authority wards of;
- Creigiau/St Fagans
- Pentyrch
- Radyr
- Whitchurch & Tongwynlais
- Rhiwbina
- Llanishen
- Lisvane
- Pontprennau/Old St Mellons
The indicative number of patients to be served is 5,354 patients per annum. The provider will maintain a majority NHS commitment with a minimum of 75% of total income for the practice derived from NHS sources.
The proposed practice will be expected to be set up with the following principles in place:
a) Prevention Focused
b) Workforce Development
c) Treatment Approach
d) Co-production process
In order to facilitate the new ways of working envisaged within the Contract Reform process, the practice will ensure that additional space is available within the practice for non-dentist treatment and care. This could include treatment rooms for hygienists, therapists and extended duty nurses and private space available to support oral health education, smoking cessation and other health promotion activities.

NHS Wales Shared Services Partnership on behalf of Cardiff and Vale University Local Health Board will allow a minimum 10 calendar day standstill period between notifying the award decision and awarding the contract.
Unsuccessful tenderers and applicants are entitled to receive reasons for the decision, including the characteristics and relative advantages of the winning bid and the reasons why the tenderer/applicant was unsuccessful. Should additional information be required it should be requested of the addressee in section I.1. Aggrieved parties who have been harmed or are at risk of harm by breach of the procurement rules have the right to take action in the High Court (England and Wales). Any such action is subject to strict time limits in accordance with the Public Contracts (Amendments) Regulations 2015.
